James Jenkin

  • Joined OCTO in 2008 with a broad range of management experience gained within the military across a wide spectra of disciplines as an accredited project manager, operational analyst and external communications specialist
  • Lead tutor on emergency management training courses and seminars
  • Planning and scripting of emergency exercises across all levels, the planning and delivery of training to support emergency and incident management, audits of private and public sector Incident Management organisations
  • 29 years experience as nuclear submarine warfare officer
  • Broad external communications experience in Ministry of Defence during 911 attacks, loss of the submarine Kursk and military activities in Afghanistan
  • Specialist in operational analysis and audit of capability

Robert Tailyour

  • Worked for OCTO since 1996 in all aspects and levels of emergency command and control development and practical leadership training
  • Experienced lecturer and trainer, assessor and personnel counsellor for individuals and teams
  • Formerly a Brigadier Royal Marines; command of 42 Commando in the Mountain and Arctic role and the Royal Marines Officers’ Training School
  • Attended the Royal College of Defence Studies for selected senior British and overseas officers and civil servants in 1992
  • Senior post in the Ministry of Defence involved in high-level planning during and after the 1991 Gulf War

Michael Benson CPM

  • Highly experienced consultant in the fields of business continuity planning and the identification, implementation and testing of related procedures
  • Majors in multi-faceted business continuity planning, security (audits, preparation and training), personal safety training, and sensitive investigations including fraud
  • Specialist in business recovery planning for banks, the design, management and facilitation of seminars and workshops; and the preparation and delivery of comprehensive simulated exercises for major institutions, businesses and organisations
  • Broad experience as a senior police officer overseas, specialising in counter-terrorist and intelligence operations
  • Headed the specialist Training School, VIP protection and Government vetting

John Cummings

  • Worked for OCTO since 2005, specialising in emergency arrangements and command and control, alongside the development of effective leadership behaviours in high-intensity situations
  • Brings a wealth of experience and knowledge as a qualified trainer of Neuro Linguistic Programming (NLP)
  • Lieutenant Colonel in the Territorial Army and previous Army career provided thorough grounding in all aspects of crisis and emergency management theory and practical application

Nick Beyts

  • Joined OCTO in 2009 as an Associate consultant, bringing wide managerial experience of national and international industrial practice founded upon a previous career in the Armed Forces
  • Provided consultancy, technical advice and support to the UK Ministry of Defence and defence industries in the fields of personal protection and mobility, with emphasis on systems development and solutions for national and international soldier modernisation programmes
  • Formerly a Lieutenant Colonel Royal Marines gained wide experience at many levels whilst serving in operational and staff environments in UK, Europe, Africa and the Far East
  • Headed multidisciplinary groups of military and civilian personnel that interacted with industry and academia to identify the potential of new, advanced and innovative technologies, leading to trials, development and manufacture

Charlie Wilson

  • Joined OCTO as an Associate in 2012; successful leader in a wide range of environments and situations, both military and elsewhere, with a proven track-record in both the academic and the practical aspects of leadership development
  • Involved in academic research into strategic leadership, practical team-building projects applying the principles of embodied cognition in outdoor learning and the development of a performance-appraisal system for teachers
  • Previous Royal Navy career included several periods of active service; commanded Task Group clearing mines in the approaches to Iraq during the invasion in 2003; operational planning and deployments to Sierra Leone and East Timor as part of the UK’s interventions and experience in the Falklands conflict
  • Commanded mine countermeasure vessels and several diving teams, responsible for identifying and disposing of underwater explosive ordnance
  • Secondment to the FCO as a Defence Attaché brought him experience of working with Ministers and their Departments at the higher strategic level of military operations

Mark Hart

  • Joined OCTO in 2012 following leadership posts and a broad range of management experience gained in local government, central government and the Armed Forces
  • Led Manchester City Council’s business continuity and civil contingencies portfolios promoting significant partnership working and a strengthening of multi- agency co-ordination and co-operation across Greater Manchester
  • Led the development, planning and training/exercising of a number of local capability work streams including mass fatalities, CBRN response and recovery and integrating the voluntary sector into crisis structures
  • Previous career in the Royal Navy combined wide operational and command experience with posts in the Ministry of Defence in joint concepts and doctrine, strategic analysis and defence policy
  • Lead planner for the naval component within the Defence Crisis Management Organisation
  • Delivered highly effective crisis operations for counter terrorism, humanitarian evacuation and military operations with a host of strategic and operational partners; many put into practice in an international context
